Transurban is a high-quality, defensive toll road franchise with inflation-linked cash flows, but at 78x NTM P/E and 22.3x NTM EV/EBITDA it trades more than two standard deviations above its own 2-year average and at a clear premium to global toll peers near 10-15x. Free cash growth is decelerating to +5.1% with consensus FY27 FCF growth of -5.1%, leverage is elevated at 270.7% debt/equity, and even generous DCF assumptions (7.5% WACC, 3% terminal growth) land below the current $65.8b enterprise value. With fair value of $13.00 roughly in line with the $13.51 price and risk/reward skewed negative, we rate it a Hold and would look to accumulate below $12.50.

Investment Thesis
Transurban is a genuinely high quality infrastructure franchise with defensive, inflation linked toll cash flows and a long dated growth pipeline. The FY26 result was solid at the operating line, with proportional revenue up 6.5% and EBITDA up 7.5%, and the acquisitions of additional Westlink M7, NCX and WCX interests plus the I-24 Tennessee entry extend the runway. The problem is price. At 78x NTM P/E and 22.3x NTM EV/EBITDA, the stock sits more than two standard deviations above its own 2 year average on the metric that matters most for a capital intensive concession operator, and at a clear premium to global toll road peers trading near 10x to 15x EV/EBITDA.
The earnings optics are distorted by heavy infrastructure depreciation, which suppresses EPS and inflates the P/E, but the cash flow picture is less forgiving. Free cash growth is decelerating to +5.1% and consensus points to -5.1% FCF growth in FY27, while leverage at 270.7% debt/equity and a 5.0% ROE leave little buffer if refinancing costs stay elevated. Our DCF, even on generous assumptions of a 7.5% WACC and 3% terminal growth, lands below the current $65.8b enterprise value, implying the market is capitalising growth well above the base case.
We rate Transurban a Hold with a fair value of $13.00, roughly in line with the current $13.51 and modestly below the $14.12 consensus target. The quality and defensive yield justify a premium to the market, but not the current extreme versus its own history and peers. Risk/reward is skewed negative at these levels, and we would look to accumulate below $12.50 where the yield and multiple re set toward more defensible ground.
